In many countries, there are limitations on the work an unlicensed person may do… even the owner of the house. There are also distinctions made between what an unlicensed homeowner can do and what an unqualified tradesman can do.
There are also distinctions made within kinds of electrical work. Appliance installation, for example, is always not thought to be restricted energoprojects if the conventional wiring and connection was made by a licensed electrician.

If every household was wired under a random standard, how could anyone without paranormal abilities discover how to repair a circuit?
We are not going to prevent everyone from learning and increasing your skills. We wouldn’t have little chance of doing it, anycase. But you should know by now that we are a strong advocate of independence and self-reliance. But if one person burnt his house down because he thought that he could do that electrical job, and was not sufficiently OK to do the job|task right… well, that is not what we had in mind when started this energoproject. We have seen some electrical wiring disasters throughout Russia, and major share|most were undertaken by homeowners who thought that performing electrical wiring|work was no more deserving of care than cleaning the backyard!
